All models with grey lower half had grey bumpers. Early 3 door GTis have been colour coded all over.
Many of the discussed items are age related and not model related, i.e. in the first years there was no CD radio available from Rover. Here in Germany not even the top spec one had a radio...
The front armrest is such a thing: It was not introduced until 1994 or so.
Our 216GSi has all options, apart from automatic gearbox, that have been listed in the 1990 brochure (for Germany):
- pearlescent paint
- luxury pack: alloys, ALB, grey leather interior with heated seats, A/C
No more boxes to tick - it was expensive though: the options came to nearly 1/3rd of the base car's price

Haven't got time to put my anorak on and give y'all the full list *laughs* but generally the options list got bigger later on in production.
I had a new 214 SLi in 1995 and had metallic paint, air conditioning, ABS and alloy wheels: my budget (or rather my compny's budget) would not stretch to the full leather interior as well, or the R950 radio and CD changer. Or even the ultrasonic alarm system. The aircon alone was over £1000 and I had to wait about 2 months for the car to be built.
Aircon and ABS were never offered on the SEi, I know this because it was the SEi I really wanted in 1995 but couldn't get the options on it.
Front foglamps were briefly fitted at the factory on 420 GSi Sport Turbo and 220 GTi Turbos only. And the 2.0 Coupes as well. They were a dealer fit option on all other cars, except the diesel (because the left hand hole in the bumper was needed for the intercooler air)
If you want to fit the lamps to a 1995 car, you can salvage them from most other Rovers of that age and use the diesel air intake surrounds to hold them in the bumper: it is the same part that was used in the accessory kit!

All the SEi's in Germany had ABS (standard fit?) and the majority seems to have been ordered with A/C as option...

i have a third brake light built into my spoiler on my car but on some other SEi's and GSi's i see do not. i wonder if that was optional?

i aint got one in my spoiler if u hadnt of guessed!... didnt know u could get them until you said!

*laughs* yeah i have never seen it on anybody else's my sei is a 3 door in tahiti blue n reg it looks exactly the same as a gsi (apart from it has no extended sill finishers) i have never seen another 3 door sei like mine all the other 3 door sei's i have seen are half grey mine is fully body coloured bumbers!

ooh i like, its a nice colour 2! i like the spoiler... is it me or does it sit slightly higher than the normal spoiler on other gsi/sei's??
