You are halfway there with the seat base out!
If you unbolt the middle bracket that holds the rear seat backs, you can move one side enough to get you arm in and pull a seat realease. With both seat backs out the way you should be able to squeeze through the gap and open the boot.

£40 for a known working one, I have 3 of these. I also have a few more either on a TB, in its alloy housing and one bare.

I work at a small mg rover specialist, I can supply and fit a good used tailgate for your 400. If we dont have one the same colour, we can also paint. My works is located in Cradley heath, about 10 miles from you.

Have you checked the slam panel earths? I think there is a black thin gauge wire going to the ECU, a break or corrosion on this and the engine won't run.

I have only done two d16 cambelt changes and both were a pain.
